  • In 1998 George worked with Rep. Robert Damron to initiate changes to the Kentucky Dog Laws. Kentucky Dog Laws were first enacted in 1953. Over the years very few changes had been made until HB 626 was sponsored by Rep. Damron . In working as a Magistrate with County Dog Wardens George became aware of enforcement and judicial problems with laws pertaining to vicious dogs. Prior to passage of this law, District Judges had no statutory authority, in cases where a dog had not been previously declared vicious, to fine a person who owned or harbored such a dog. In addition to not having the ability to levy fines Judges did not have the judicial authority in any dog attack case to order destruction of the dog even if victim was killed. This bill not only granted Judges these powers but it also increased the penalties for harboring a viscous dog involved in severe attack cases.
